Data from CDC's National Health and Nutrition Examination Surveys (NHANES 1999--2000), indicate that an estimated 15% of children and adolescents ages 6--19 years are overweight.

In the USA, more than 95% of 5--17 year olds are enrolled at schools. Consequently, schools are in a unique position to improve both the education and the health status of our youth through the School Food Service Program which can provide opportunities for students to practice healthful eating on a daily basis.

Nutritional standards for school meals have been established and are regulated by United States Department of Agriculture (USDA). At a minimum, these regulations prohibit the sale of foods of minimal nutritional value (FMNV) in the food service areas during the meal periods. To monitor the impact of these efforts to improve the school health programs, CDC conducted the first School Health Policies Program Study (SHPPS) in 1994 and again in 2000.

The purpose of this capstone paper is to explore the variability of selected states in their health policies on the school food service programs to combat the rising prevalence of overweight and obesity. In addition, I will also explore the variability among these states in their implementation of the State Competitive Foods Policies that is regulated by USDA. The states will be selected based on the prevalence of obesity as indicated by the BRFSS 2000.

I hope to achieve the goal of providing information to help parents, school teachers and administrators, and other community members determine how their own school health policies on school food service programs compare with these eight states and understand how the SHPP data may help address the obesity epidemic.
