The objective of this study is to uncover barriers and supports to providing non-school vocational and related instruction during school days and times to high school youth in foster care in an urban district who are not academically thriving in school. Specifically, the research questions ask: What barriers interfere with providing youth in foster care non-school vocational and related instruction during school days and times from school personnel? Why do barriers exist to providing youth in foster care non-school vocational and related instruction during school days and times from school personnel? And, what supports are needed to overcome barriers to providing youth in foster care non-school vocational and related instruction during school days and times from school personnel be overcome?
