The restructuring of educational governance is shifting the locus of responsibility to various forms of local school site councils called site-based management (SBM). This change raises a variety of issues that underscore the need to reexamine the role of the principal and the objectives, methods, and uses of evaluation in determining principal effectiveness. In districts and schools implementing local site governance, reform of school-site decision making has given little pre-implementation attention to restructuring's impact on principal assessment. This study extends the school effectiveness studies by examining current principal evaluation models, determining the extent to which they address SBM reforms, and analyzing ways that existing mismatches between decentralization and principal evaluation models impact reform efforts.

Both the survey method and in-depth interviews were utilized in this investigation. Two hundred principals from Long Beach Unified School District (LBUSD), Los Angeles Unified School District (LAUSD), Chicago District 299, and districts across the state of Kentucky and the United Kingdom were asked to complete a 27-item survey instrument. Sixty-eight percent of the principals completed the survey.

There was found to be a link between principal evaluation models and the school governance reform in all districts represented in this study; however, the extent of the linkage varied from district to district. The greatest connection between principal evaluation models and SBM was in the state of Kentucky. Districts across the United Kingdom represented the second strongest connection between principal evaluation models and SBM. In districts such as LAUSD and LBUSD principals noted that SBM had not led to a change in the principal evaluation process but that there were components of the principal evaluation model that supported the SBM process. Principals in Chicago reported that the evaluation process had not changed since the initiation of SBM.

In districts where principal evaluation models were vague, principals found the evaluation process to support SBM. In Kentucky, principals believed that the entire school governance process was supported by a formative evaluation process that was ongoing and supported by resources, programs, and state-appointed personnel.
