The four chapter dissertation includes an analysis of the major laws and policies of bilingual education in the United States; the current debate involving English-only versus English-plus; an analysis of the theory addressed by the Bakhtin circle from the perspective of critical social theory; a discussion of critical/radical pedagogy connected to Paulo Freire's dialogic pedagogy; and the ways in which the theories addressed by the Bakhtin circle can deepen the political and social project of critical/radical pedagogy. Furthermore, the analysis includes an examination of structuralist linguistic theories such as those advanced by Ferdinand de Saussure and Noam Chomsky. The study addresses a comparison between structuralist linguistics and the theories addressed by the Bakhtin circle as a means of developing a critical understanding of existing trends within bilingual education research.

The conclusion of the study is that a dialogic-critical pedagogy based upon certain epistemological assumptions found in the work of Paulo Freire and the Bakhtin circle offers the necessary theoretical grounds for the development of a more progressive model of bilingual and multicultural education.
