This dissertation examines when and why the Speaker of the House of Representatives exercises leadership to shape legislative outcomes. I argue that, while policy agreement within the congressional majority party is an important predictor of the Speaker's legislative leadership, the party also allows the Speaker to act on behalf of expectations that are unrelated or even contrary to partisan goals. These multiple expectations include the presidential party, the institutional presidency, the House as a whole, and personal preferences.

As evidence for this claim, I first examine variation in the Speaker's use of floor advocacy on legislation during floor debate. Analyzing a unique data set of all instances of such advocacy, I demonstrate that party preferences are less a predictor of Speaker floor advocacy than the position and policy of the president, issues of importance to the Speaker personally, and institutional functions and responsibilities unique to the House. I also show that congressional party preferences are the most common motivation for floor advocacy, but that other expectations can also be salient.

I then analyze a series of individual cases of Speaker leadership, derived from histories, leadership studies, and other works in political science. Using archival data, spatial vote analysis, interviews, and other material, I show that while majority party preferences motivated many instances of leadership, others occurred because the Speaker responded to the preferences of the president, to congress-wide concerns, or to issues of personal or district concern. Extending my analysis to non-floor leadership exercised by the Speaker, I show that such leadership is often, though not always, best explained by the multiple expectations framework.

The dissertation concludes with a discussion of the theoretical implications of my findings for understanding leadership in the U.S. Senate and the leadership of more recent Speakers. I argue that leadership in the Senate differs in important ways from that of the House Speaker, and that while the Speaker has become increasingly partisan, he still may act on behalf of expectations for leadership different from those of his party.
