The purpose of this study was to develop a set of guidelines for the design of a citizenship education curriculum for secondary schools in Thailand. Such guidelines would take into account both the goals of citizenship education and the teaching methods by which those goals might best be achieved.

Data were collected from two sources: (1) a content analysis of scholarly literature in the field of citizenship education and (2) a select group of experts in the field of Thai studies. The existing literature on citizenship education published from 1980 to the present was analyzed to identify stated goals and teaching methods. These goals and methods formed the basis for the 36-item questionnaire in which 22 of the items related to the goals of citizenship education and the other 14 items related to the teaching methods employed to achieve those goals. The set of goals was divided into three categories: knowledge (Items 1-8), skills (Items 9-16), and attitudes (Items 17-22). The teaching methods were grouped separately as Items 23-36.

The questionnaire was sent to a total of 50 experts, 44 from seven Southeast Asian Studies Centers in the United States and six political activists in Thailand. The respondents rated each questionnaire item according to its importance as a means for promoting democratic ideals and practice. The ratings were done on an incremental 5-point Likert-style scale in which "1" corresponded to "not at all important" and "5" corresponded to "absolutely essential." The arithmetic mean and frequency distributions of the responses were determined. The five items from each category (knowledge, skills, attitudes, and teaching methods) with the highest means and frequency scores relating positive score were selected as guidelines for the development of an appropriate citizenship education curriculum for secondary schools in Thailand.
