The purpose of this study was to determine what team leaders do in effective teams. This research identified behaviors, roles, and characteristics demonstrated by formal and informal leaders in effective teams, using an interpretive qualitative multimethod study, employing thematic analysis. The context of this study was the federal government, and the sample was drawn from a single unit of the Department of Defense, specifically the Joint Staff. As such, the sample was purposive. Multiple research methods were used in data collection, including document review, observations, in-depth interviews, field notes, and a researcher journal.

Nine themes were identified in regard to leadership behaviors, roles, and characteristics exhibited by formal leaders in effective teams. First, formal leaders effectively communicate clear direction and guidance. Second, they stay aware of the team's capabilities to empower team members so they can perform at their highest level. Third, formal team leaders care for the team and its members. Fourth, team leaders make decisions in a timely manner. Fifth, they are role models who lead by example. Sixth, these leaders serve as liaison between the team and the outside environment. Seventh, they are accessible to team members. Eight, they express a clear focus and strong presence. Finally, formal team leaders are cognitively capable.

Informal team leadership roles and characteristics, as well as differences between formal leaders and informal leaders in effective teams, were identified in this study. Informal leadership was related to subject matter expertise, extensive organizational experience and knowledge, and appealing personality. Rather than replacing or substituting for formal leaders, informal leadership complemented formal leadership. The research indicated that team leaders and team members supported the current organizational culture and that the culture was built from the top and bottom of the organization. These results contributed to theory development.

In sum, team leaders in effective teams exhibited different behaviors, roles, and characteristics. These leaders also used various processes while leading real working teams. Results from the study increased the understanding of the impact of informal leadership on effective teams. It was concluded that both team formal and informal leadership are critical to team effectiveness.
