The purpose of this study is to estimate the effects of completing a combined course of study (academic and vocational coursework) on postsecondary education and labor market activities during the first two years after high school graduation for a national sample of 1992 public high school graduates. The study tests the hypothesis that completion of a combined curriculum results in positive postsecondary education and labor market returns relative to the traditional vocational program. The study also assesses the postsecondary activities of students completing a combined curriculum relative to students completing an academic or general curriculum.

Using data from the NELS, the core of the analysis employs two-stage regression procedures for estimating the effects of completing the combined program independent of the effects of selection into the combined program. Two-stage regression procedures are necessary because of the problem of selection bias. Both observable and unobservable pre-selection differences may affect completion of a combined versus vocational or other program as well as postsecondary labor market and education outcomes. Not accounting for the effect of selection can lead to biased estimates of the effect of the combined program on postsecondary activities.

Propensity weighted regressions are employed to adjust for observable selection bias in estimating the effect of completing the combined curriculum on postsecondary education enrollment and postsecondary earnings. Findings from this analysis reveal that graduates who completed a combined curriculum enrolled in substantially more postsecondary education than those completing a traditional vocational or general curriculum. The enrollment advantage holds after controlling for achievement and socioeconomic background. Combined curriculum completers also enjoyed earnings advantages over those completing an academic curriculum and in certain circumstances over those completing a general curriculum. Instrumental variable regression is also employed to remove unobservable selection bias in estimating the effect of completing a combined curriculum on postsecondary enrollment, but the results are inconclusive.

The analysis concludes with an attempt to jointly model postsecondary enrollment and earnings. Because of substantial statistical challenges to estimating the relationship between completion of a combined curriculum, postsecondary education, and postsecondary labor market behavior, the analysis is limited to a fine-tuned description without attempting to estimate causal relationships. Plots of mean earning and enrollment levels for each curricular group are used to construct frontier charts of postsecondary earnings and enrollment. The charts reveal that graduates of the combined curriculum consistently enrolled in more postsecondary education than general curriculum graduates, while earning at higher or similar levels. Also, as expected, combined curriculum graduates earned more but enrolled at lower levels than academic curriculum graduates, and enrolled at higher levels but earned less than vocational curriculum graduates.
