Rice is the stable food and dominant crop in Taiwan. Its importance has diminished in terms of its contribution to Taiwan's GDP with the rapid economic growth. After World War II rice production increased substantially until 1976. After 1976 it started to decline due to change in the consumption and due to government's effective control of rice production.

The declining trends of per capita rice consumption exists across all categories and groups of Taiwan's people in this study; but these declining trends for different groups seem to converge to a stable but lower levels of consumption. In dealing with current overvalue of rice in producers' interests which caused the overproduction of rice, the importance of rice consumption should not be overlooked in the light of the uncertain international relationship between Taiwan and Mainland China.

The supply response analysis threw lights in helping the government rice planted area control. Farmers' rice planted area is highly responsive to their expected rice price. This response decreases incrementally over time. Their planted area also responds to the planted area, wage rate and yield of the same crop in the previous year.

Rice price increased over time. A low price resulted in production depression during late 1960s. The overproduction after 1974 would persist if the government maintains its income protection policy through purchase programs. However, the overproduction alleviated by the land diversion and idle programs. This study suggests that northern Taiwan should be the higher priority for inclusion in the rice idle land program than that of southern Taiwan, if the productivity of a parcel of land is taken as a criteria. The production contribution from intermediate input is the highest among all inputs, while the contribution of the composite input of labor and capital is greatly increasing over time. This compels the government to pay closer attention to the composite input of labor and capital for possibly increasing the yield per hectare and reducing the need for extensive cultivation of land. This would ultimately lead to release land from cultivation, land conservation and environmental protection.
