Only within the last 15 years have computer technologies been applied on a mass commercial basis to wireless spectrum (previously computer technologies were generally only part of switching and networking, not widely used to increase spectral efficiency). Digital compression technologies and computerized management of spectrum have opened up a potentially infinite amount of 'spectrum real estate', with, for example, Ultra Wideband, Software Defined Radio, and various Spread Spectrum applications. Analogue legacies are out and are being replaced by a host of digital alternatives. The research project will survey how the law and regulation of spectrum allocations and frequency management in the United States and Europe confront this challenge, including the existence of property rights by incumbent users, interference guidelines, and the future of spectrum regulatory bodies in the post-analogue world.
