This quantitative study used a survey approach to investigate the relationship between stakeholders' perceptions of the leadership behaviors of directors administering Lutheran-Church Missouri Synod (LCMS) early childhood programs and stakeholders' perceptions of programs' ministry activities. Also included in the study was an investigation of characteristics of the director and situational features inherent in the programs to determine their influence on directors' leadership behaviors. A review of the extant literature revealed that little research has been conducted that focuses on the relationship between early childhood program directors' leadership behaviors and programs' activities.

In this study, six stakeholder groups from 2,161 LCMS early childhood programs were surveyed to determine their perceptions of directors' leadership behaviors and early childhood programs' ministry activities. Stakeholders (n = 3,222) from 31% (n = 685) of the early childhood programs responded to study questionnaires and surveys. Data were analyzed using descriptive and inferential statistics. Pearson Moment Correlation and frequencies were used to answer research questions and to test the hypothesis.

Findings indicated that statistically significant relationships exist between stakeholders' perceptions of directors' leadership behaviors and stakeholders' perceptions of early childhood programs' activities. Findings also suggest that certain personal characteristics of the directors and situational features of the programs impact directors' behaviors and programs activities. (1) LCMS early childhood directors are likely to need assistance in building clarity and focus around personal core values, key beliefs and motivating vision and mission, and, along with key stakeholders, engage in processes to do the same with regard to their early childhood programs. (2) Multiple methods of delivery, and teaching strategies using multiple technologies, are likely to be necessary in order to create optimum adult learning environments that are available, convenient, cost-effective, and of high quality. (3) LCMS district and national leaders will likely need to engage in conversations regarding the implications of the findings of this study with the appropriate individuals within LCMS higher education. An analysis of current instructional practices and course content may need to be conducted specifically with regard to spiritual mentoring and coaching for motivating mission.
