Rising healthcare costs continue to challenge policymakers, employers, hospitals, insurers, and citizens. In this environment, healthcare providers are likely to try unique approaches to providing care that restrain labor expenditure growth. Nurses are the largest healthcare occupation, which suggests that employing part-time nurses could result in cost savings.

The public and private sectors may utilize part-time nurses differently. Private employers may face greater profit and cost savings pressures, resulting in greater staffing flexibility needs. This is important if part-time nurses earn lower wages and/or receive fewer benefits than full-timers. Previous research suggests utilizing part-time workers gives firms operational flexibility. None of the studies, however, specifically examined differences between part-time and full-time nurses in the public and private sectors.

First, an OLS regression procedure was utilized to estimate an earnings equation from 1983--2000 March CPS Files. Second, a probit function was estimated to determine the likelihood of nurses having full-time status. Third, a Heckman selectivity bias corrected earnings equation was estimated. Fourth, shift work data from May CPS Files was analyzed to determine whether differences in part-time and full-time nurses' earnings could be attributed to nonstandard work shifts. Fifth, probit functions were estimated to determine the likelihood nurses receive health and pension benefits.

The OLS results suggest similar wages for full-time and part-time nurses in both sectors. The probit results for full-time work status suggest raising young children is a significant determinant of full-time status. The greater time constraints faced by nurses raising young children seems to affect their work availability, causing them to choose part-time work arrangements to balance work and childcare commitments.

The results of the selectivity corrected earnings equation suggest part-time nurses in the private sector may receive a wage premium compared to other nurses, when we account for self-selection into part-time work. The greater likelihood of part-time nurses working weekend and evening shifts may explain the self-selection of nurses with children into part-time work arrangements, and why the wages of part-time nurses are not lower than those of full-time nurses. Finally, employers may receive cost savings for employing part-time nurses due to a lower provision of non-health benefits.
