This study sought to identify the path taken by the Government of Lesotho to incorporate women into its national development scheme. The study also aimed to discover whether the international women's forums, beginning with the United Nation's International Women's Decade in 1976, had any measurable effect on women's inclusion in Lesotho, and if women's participation has improved their standard of living. The Kingdom of Lesotho's National Development Plans for the periods 1980/81-1984/85 and for 1986/87-1990/91 were used to obtain data. These Plans were selected because they were implemented during the period when Women in Development (WID) policies were being promoted by women leaders throughout the world and utilized by governments in support of women's development. Using the content analysis approach to obtain data, the study identified the usage and presence of several terms that were used in promoting national development. The data was evaluated qualitatively to express the relationship between terms affiliated with the WID approach, terms relevant to women's advancement and economic participation, and the frequency with which selected terms appeared. Analysis of the data found that there was a measurable increase in the inclusion of women between Plan Three and Plan Four and that, because of the frequency and type of wording used, the increase can be partially attributed to the influence of Women in Development (WID).
