The 3-round Delphi process utilized by this study was carried out over a 4-month period and involved up to 86 panelists. These panelists represented the major constituencies impacted by the issue of low skilled single parenthood. The constituencies included low skilled single parenting women, human services professionals, employers, educators, community activists and fund providers.

As a result of the 3 rounds, 2 sets of characteristics for possible inclusion in a training program were developed. The 1st set was considered by panelists to be highly desirable, and included 6 characteristics, of which 5 were related to teaching content and 1 was related to student pre-assessment and evaluation. The teaching content characteristics were computer skills, job readiness skills, people skills, basic education and English as a second language, and self-management skills listed by ranking order. The next set comprised 28 characteristics considered desirable by panelists, and they could be categorized into eight areas: (a) teaching content, (b) student related, (c) instructor related, (d) employer related, (e) support services, (f) teaching methods, (g) physical classroom and (h) support services. In addition, the panelists were able to show clear areas of disagreement, specifically in program characteristics related to gender specificity, facility location, less structured classroom settings, employer subsidies, and restrictions on wage requirements.

Based on the areas of agreement and disagreement, this study suggests a program model that encompasses specific teaching content areas and a clear connection between program structure and employers' and community needs. Furthermore, panelists suggested a program model based on individual assessment of student training and support service needs, as well as the creation of individualized training plans that met these needs while connecting students to needed support services.
