The Illinois Association of School Boards (IASB) publicly supports the position that boards of education must evaluate school performance. Additionally, the Illinois State Board of Education mandates that schools annually report truancy, dropout, and graduation rates along with financial and other information in order for them to evaluate school performance. The purpose of this study was to determine what connection, if any, exists between school board self-evaluation and the Illinois State Department of Education's indicators of effectiveness. Specifically, does board self-evaluation have any impact on those indicators in 360 Community Unit School Districts (CUSDs) throughout Illinois?

A survey was mailed to 360 CUSD superintendents in the State of Illinois. The data from the survey was then matched to the performance data reported by each CUSD to the State of Illinois in 2003/2004. The resultant information was used to compare boards of education that did self-evaluate to those that did not. Data show that only one third of school districts evaluate, about one third have policies, and of those who evaluate, about half do so annually. Data also show that evaluation is much more likely to occur in larger districts than smaller ones. Interestingly, districts that evaluate were less likely to make adequate yearly progress (AYP) than those that did not evaluate.
