Development and welfare economists, as well as international agencies, have not yet reached a consensus on what constitutes a good measure of wealth, well-being or poverty, nor on how indices related to these concepts should be constructed. Moreover, while the level of dis-aggregation of household data has significantly improved, the nature of the data required to understand poverty dynamics has become very complicated, along with the methodology to analyze them. This research proposes an approach to measuring the levels of household material wealth through the use of indicators simple to collect. I first outline some of the issues involved in the measurement of poverty and the limitations of existing approaches to poverty analysis. Statistical theories are used to develop a methodology for combining variables of several types. This methodology includes the traditional principal component analysis based on the Z-scores (i.e. the standardized variables) and a new Principal Components approach based on a new set of scores I designated U-scores (i.e. a standardized Uniform transformation of discrete and categorical variables). Applied to the data from the Living Standard Measurement Survey of the Cote d'Ivoire, the U-score methodology yields the Housing Index, a composite index based on qualitative and ordered housing characteristics. For generalization and validation purposes, the Expenditure-Based Index is also constructed, but it utilizes more complex components including the total value of durable goods possessed by the household and the Household Total Expenditure variable developed by economists at the World Bank. The two composite indices developed here and the Household Total Expenditure are then used to illuminate the links between the economic deterioration and the changes in households attributes in Cote d'Ivoire during the second half of the 1980's. Several modern statistical modeling techniques are utilized to understand how the economic pressure affected households. Very different rural and urban outcomes are better explained by the Housing Index as opposed to either the Expenditure-Based or the "conventional" Household Total Expenditure, in particular when studying specific themes such as education and extended family support strategies. The findings highlight the need for integrating analysis capabilities into the planning phase of data collection in a way that should not only minimize the risk that data collected not be fully utilized, but also improve the cost and time efficiency of the data collection and processing activities.
