This dissertation consists of three essays exploring various aspects of the two-year college market.

The first essay evaluates a federal program that promotes articulation agreements between high schools and community colleges. The paper employs a household fixed effects approach to assess the effectiveness of Tech-Prep programs in increasing the educational attainment of their participants. I find that while Tech-Prep programs help participants complete high school and encourage enrollment in two-year colleges, these gains come at the expense of four-year college enrollment in the years immediately following high school.

The second essay describes how public community colleges and proprietary schools (a.k.a. for-profit colleges or vocational institutes) differ, which students are served by these two types of schools, and how these institutions compare in the areas of financial aid and school quality. I describe and synthesize existing data sources and analyze a new data set of California's for-profit colleges. I find that there are many more proprietary schools and students than the federal government's estimates suggest. I note key similarities and differences between the private and public sectors and investigate hypotheses explaining the observed patterns.

The third essay assesses the impact of two types of public funding on the sub-baccalaureate market. Public community colleges receive government support directly in the form of subsidies, while proprietary schools receive government support indirectly in the form of grants or vouchers given to students. This study analyzes the impact of these two funding schemes on the entry decisions of proprietary schools and enrollments in community colleges using panel data methods and a unique regression discontinuity design. I find that an increase in funding for a local community college diverts students from the private to the public sector and causes a corresponding decline in the number of proprietary schools in the county. Raising student financial aid awards, on the other hand, expands the overall pool of sub-baccalaureate students and causes proprietary schools to enter the market.
