This study sought to discover which of a given set of common work-related issues public-school principals perceive have strong ethical dimensions. More importantly, the study was designed to learn about which of a given set of resources principals perceive are available to them, which they use, and which they want to make more or better use of to resolve such issues. A researcher-designed survey instrument was sent 318 public-school principals in Vermont in order to gain information on their perceptions as well as on relevant demographic data. The total response rate was 67.9 percent. Respondents perceived that all issues listed in the survey had strong ethical dimensions. All domains were rated as having strong ethical dimensions as well, although differences in perception were found by gender. Female respondents perceived that issues characterized by interpersonal relationships had stronger ethical dimension than did male respondents. Those issues rated as having the strongest ethical dimensions were similar to those found in the relevant empirical literature. With regard to resources, most of those given in the survey were perceived as both available and affecting decision-making. Overall, Interpersonal Resources were perceived as most available and most affecting decision-making, with females reporting more often than males that Interpersonal Resources affected their decision-making. Instructional Resources were seen overall as least available and least affecting decision-making. However, principals who reported having taken a course in ethics perceived Instructional Resources as both significantly more available and more often affecting decision-making than did those who reported not having taken such a course. Principals with 10 or more years of experience rated Directive Resources and resources related to consequences, repercussions, and precedence as more available and more often affecting decision-making than did principals with less experience. When examining only the subsets of principals who rated any of the given resources as being both unavailable and not affecting their decisions, results indicated that the largest percentages of these principals marked Code of Ethics for School Leaders and Advice from a Mentor Outside Your District as resources they would like to have more available or to make more or better use of.
