Cameroon has been classified as a developing country with leadership and governance challenges since 1960 and has not achieved an increase in economic development (Rotberg, 2003, 2004; The World Bank Group, 2005). The purpose of this qualitative explorative study was to interview a purposive sample of Cameroonians to explore factors that might have contributed to the lack of sustained growth and development of Cameroon. From 1960-2006, The World Bank Group (2005) continues to classify Cameroon as a developing country. The study utilized a modified version of van Kaam method by Moustakas (1994) with semi-structured, recorded, and transcribed interviews designed to capture the perceptions of Cameroonian leaders about the leadership and governance processes and structures. Four common themes may have inhibited the country's ascendancy into the developed country category: lack of criteria for ascension into leadership and governance positions, corruption and corrupt practices, lack of competent leadership, and the reliance on donor nations for financial and developmental aid.
