Islamic reform emerged in early twentieth century Malaya as a response to the socio-economic and political problems confronting Malay-Muslim society. The reformists believed that the way out of the problems was through restoration of the "purity" of Islam in the society. Indeed, the reformists derived their inspiration from the salafiyya movement but the former were not mere imitators. Rather, they contextualized the salafi ideas to meet the needs of Malay-Muslim society. Tahir, a Minangkabau-born `alim, epitomized the reformists. He worked within the framework of formal Islamic scholarship as an `alim, not as an activist to reform the Malay-Muslim society. This brought him into a direct conflict with the traditional ulama and rulers of Malaya, and their opposition was able to marginalize him. Another prominent reformist was Sayyid Shaykh Ahmad al-Hadi. Though not as learned as Tahir Jalaluddin, he was the most effective reformist writer, propagandist and polemicist. He primarily operated as a public intellectual who spoke to a broad audience, at least in the urban centers of the Straits Settlements. Though the traditional ulama opposed his writings, they could not block his reformist ideas from being disseminated.

Malay reformists were not monolithic. Rather they differed in their acceptance of the liberal strand of the salafi thought. This is reflected in Tahir's and al-Hadi's religio-intellectual approaches. While Tahir's intellectual approach resembled the conservative strand of the salafiyya, al-Hadi's approach was more inclined toward its liberal strand.
