In the first chapter I use administrative state level data to study the effect of the federal and state Earned Income Credits (EIC) on the number of yearly cases of Aid to Families with Dependent Children (AFDC)/Temporary Aid to Needy Families (TANF). Using observations for the years 1983-2000 I find that state AFDC/TANF caseload was not affected by changes in the federal EIC while it increased with the expansion of state credits. A generous state EIC might attract low income families and increase the relative size of the population at risk of taking up welfare.

In the second chapter I use data from the Survey on Income and Program Participation (SIPP) to analyze the effects of means-testing on the level and portfolio composition of individual wealth of single mothers. The different timing and magnitude of the changes in asset tests for AFDC/TANF eligibility implemented by most states after the PRWORA was passed in 1996 is used to identify the effects of means testing on asset accumulation. I find no effect of an increase in asset limits on the amount of financial and liquid wealth held by single mothers. In a low education sub-sample, I find some evidence that higher asset tests are associated with higher asset accumulation, but this result is not strongly significant or robust to changes in specification.

In the third chapter I explore the effects of state supplemental EICs on the residential location choices of families with children. First using administrative data for the four states that offer the most generous EIC I find some evidence of cross-border moves induced by the credit. Second, using data from the Public Use Microdata Sample of the 2000 Census I estimate the marginal effect of the state EIC on the probability of cross state migration of families with children. I find that a generous SEIC increases the probability that eligible households relocate from out of state. Last using data from the 2004 American Community Survey I find some mixed evidence on whether a more generous state EIC reduces the propensity of eligible families to move out of state.
