This thesis explores the cultural, political, and ideological consequences of second language learning, which depend on several factors. One revolves around the circumstances in which the language is taught, the pedagogical method, the content of the texts, the cultural and linguistic background of the teachers; a second pertains to how the language is used, its deemed purposes and roles, the kinds of activities it affords or gives rise to; a third is the nature of the ideological clash between the two cultures and languages.

To examine such issues, this dissertation presents a mosaic of the roles and meanings of the English language in China over the past 150 years. The story, both empirical and analytical, relies on interviews with dozens of Chinese students and teachers of English, English language textbooks and novels, personal experiences as a teacher and observer in China, and reference materials produced by many China experts.

Chapter One sets out the focus and thrust of the thesis. Chapter Two examines key theoretical issues and provides an analytical framework that focuses on issues of pedagogy, language acquisition, and their cultural and political implications. Chapter Three examines China's changing relation to the outside world and attitudes toward English from the Opium War to the end of World War II. Chapters Four through Seven focus on the iconoclastic May Fourth Movement and its legacies, which extended from 1919 to the late 1940s. Chapters Eight and Nine examine educational policies and language learning under Mao Zedong's Communist regime from 1949 to the mid-1960s. Chapter Ten concentrates on the Cultural Revolution (1966-1969) and its aftermath to 1976, the year that Mao died. Chapter Eleven, 1978 to the present, explores the content and motivation of educational and language policies under Deng Xioaping and the relationship between China's post-Mao turn to the outside world and popular culture. Chapter Twelve revisits the theoretical framework of the thesis and draws explicit connections between the study of English in China and the complications and consequences, intended and unintended, of foreign language acquisition in general.
