Why do organizations change their institutionalized practices? Although the long standing view of institutional theory argues that organizations are constrained in their ability to change, the magnified forces of economic turbulences render changes as unavoidable. In this dissertation, I argue that institutional and economic factors apply opposing forces on organizational decisions regarding change. While economic forces alarm the organization towards changing dynamics in the environment, institutional forces underline the social and political importance of maintaining status quo.

The purpose of this dissertation is threefold; (1) to conclusively determine whether institutional and economic factors affect the firms' tendency to layoff their employees in times of crisis; (2) to investigate, whether industry characteristics such as industry concentration play an important role on downsizing decisions (3) to examine the antecedents of downsizing in Korea where workers have traditionally enjoyed lifetime employment security. Since organizational downsizing is a pervasive organizational practice in business life, determining the antecedents of this phenomenon is of great importance to management literature.

The Asian economic crisis provides an excellent opportunity to test the theoretical arguments presented in this dissertation since there has been extensive layoffs following the crisis. Korean organizations traditionally provide lifetime employment for their workers, which start from college graduation and continue until retirement. However, after the crisis, Korean organizations faced the dilemma of taking serious economic measures and being socially responsible. While the financial distress caused by the crisis necessitated downsizing, institutionalized tradition of lifetime employment inhibited it.

Hypotheses regarding institutional and economic factors that affect downsizing decisions are tested using World Bank Group's "ICU---Firm Level Survey Study" which was carried out in 1998 and 1999. The data was collected through personal interviews under the supervision of the World Bank. The main findings of this dissertation are; (1) during crisis, economic factors dominate the downsizing decision (2) firm specific factors that reflect institutional embeddedness do play a significant role on the downsizing decision (3) industry concentration positively affects downsizing decisions during crisis.
