As a hybrid form of computer-mediated communication, the World Wide Web (Web) is the graphical arm of the Internet. This interactive medium possesses the capability to combine a variety of symbols such as images, text, and multimedia to create an electronic picture, then to present the composition in a format known as a Web page. Multiple related Web pages are brought together in a hierarchy to form a Web site, situated beneath a cover known as the home page. With these combined capabilities Web pages may be considered as sites of discourse, wherein speakers and audiences can engage in an exchange of expression on any given subject.

As society's current repository of human knowledge and the practical incubator in which Web technology was given birth, institutions of higher education have been uniquely situated to model usage of the Web as a means of communication to engage in discourse with university audiences situated in disparate geographical locations. The challenge that has emerged is the creation of Web pages that are rhetorically effective as tools of communication. This challenge has emerged because of the rapid lateral diffusion of HTML, which left a void in theoretical knowledge of Web page design based on principles of human communication. This theoretical void in Web page design was quickly filled by the continually evolving popular literature. The result has often been poorly designed Web pages that are not rhetorically effective.

To address this challenge, and fill in the theoretical void in knowledge, this research focused on evaluating the rhetorical effectiveness of Web page design. An invented framework nested in an ideological criticism methodology was used to evaluate Home Page image design of member institutions of the Council for Christian Colleges and Universities (CCCU). This research evaluated CCCU home page images based on function as communicated by the image for rhetorical effectiveness relative to Christian ideology specificity.
