Today in China, demand for talented people of enterprises has kept increasing since the open door and economic reform policy, because the policy brought rapid inflow of foreign capital, high growth rate of national economy and harsh competition among enterprises under "the socialistic market economy". While labor force is abundant in China, talented people with up-to-date scientific knowledge and skill are too short to satisfy the needs of human power for economic development.

Under the circumstances, traditional personnel administration system could not cope effectively with tight labor market, and it has been transformed to human resources management (HRM) which enable enterprise to develop human resources based on corporate strategy.

In this paper (which was presented by the author as a dissertation for the doctoral degree of management at Momoyama-gakuin University), the movement for HRM in Mainland China is analyzed together with the theoretical and historical background of the rise of the idea in Japan and US. The study case of Guangzhou Honda is presented to show interested reader the further details about HRM in China.

(2) To grasp the contents, process and gist of transition to the Merit system in Honda in Japan.
