As the driving force in the rise of socio-economic globalization and an efficient approach to facilitate the sharing of information and knowledge, Information and Communication Technologies (ICTs) have provided unprecedented conveniences and opportunities to the poor. However, lack of access to ICTs among the poor has created a new inequality between the poor and the rich---the digital divide. Community telecentres have become an increasingly proven efficient approach to decreasing the gap and improving the lives of the poor through ICTs.

520 $a This thesis is based on qualitative research of UNDP-sponsored community telecentres in Wu'an, Hebei Province, China. With the objective to collect experiences from the UNDP telecentre project, achievements of the telecentres are summarized; factors contributing to these achievements are analyzed; and limitations of the UNDP telecentre project are investigated. Recommendations to future telecentre activities and research directions are also provided.
