Women's under-representation in political office is the focus of much Comparative and Women & Politics research; however very little is known about the role of partisan women's organizations with respect to both internal party power structures and to independent women's organizations in any time, but particularly prior to women's movement of the 1960--70s. This is puzzling because conventional wisdom holds that across industrialized democracies women entered politics and male political parties at roughly the same time as the result of robust suffrage mobilization. If this is the case, why did women entering parties in the immediate post-suffrage era did so poorly in terms of representation in internal party, elected and appointed office and why have these conditions held for so long? Using data from the United States (Democratic & Republican Parties) and Great Britain (Labour & Conservative Parties) and focused case comparison method, this dissertation contends that the unfavorable initial terms of entry accepted by the first cadre of partisan women, combined with the constraint they subsequently faced of having to constantly reaffirm loyalty to their party over their sex have had lasting impact on their failure to achieve parity. Women entered male parties not on the basis of equality, but in separate and distinctly unequal women's divisions that ultimately contained any meaningful progress toward parity in office holding and the pursuit of a vigorous "women's agenda." This research challenges Anna Harvey's work by suggesting that rather than being a precondition for progress, the existence of strong nonpartisan women's policy seeking organizations hindered partisan women's ability to pursue parity; creating conditions of "sex antagonism" and forcing party women prove their partisan rather than feminist credentials. The research also calls into question assumptions about the 1st wave women's movement exclusive focus on suffrage; the "newness" of women to politics; the natural "fit" between parties of the left and feminists; and most importantly begins to address the gap the social movement literature with respect to the transition from movement to formal politics.
