This study investigated the administrative policies and attitudes in a school belonging to the Lutheran Church - Missouri Synod (LCMS) in the Southwestern United States. The study examined how administration in an LCMS school might be influenced by church doctrine with regard to the use of power and authority by the pastor and principal. The theoretical framework for data analysis approaches was built from a review of literature on religious leadership and educational practices, which were guiding factors in the selection of the case study format. A comprehensive search of Lutheran doctrine on the use of power and authority by Lutheran institutions was also completed.

The findings identified similarities and differences between the pastor and the principal in their use of authority as related to the administration of the church and school. A number of differences were based on their job descriptions, more specifically in the responsibility areas of discipline, personnel, budget, curriculum, and school safety.

Significant differences were noted between the decision-making practices of the pastor and the principal. While the pastor's years of experience made him confident in decisions as part of a shared decision-making process, the principal, relatively new to the job, tended to make decisions by herself. As this study discovered, both agreed in doctrinal beliefs, were deeply devoted to their work, and saw their role as God's servants in the church and school. The pastor was fully supported by church leaders while the principal had experienced some conflicts with the staff. Interview findings indicated both are considered competent in their respective roles.
