The purpose of this qualitative study is to establish guidelines or a "starter kit" that delineates all the important steps in forming an association in Eastern Europe and the former Soviet Union. It is intended to give clarity and structure to the process of starting an association. This study also considers careful analysis of volunteers' attitudes which can aid in the understanding of the psychological experience of work.

520 $a The methodology used for this study included historical descriptive. Data for the study was also gathered from questionnaires which were given to East European citizens who are members of American based nonprofit organizations. The results of the questionnaire show that East European citizens believe there is a need for nonprofit organizations in their countries. Respondents listed some of those needs as poverty, homelessness and joblessness which are similar to the social needs of the West. Respondents also expressed that as members of an Association, Membership and Publication services are most important.
520 $a The results of this study have implications for future development of nonprofit organizations in Eastern Europe. In addition, they have implications for social change which could contribute to the economic transition.
