The chronological contours include the Emancipation of peasants in 1861 and the first cooperative experiments of the 1870s and 1880s; the emergence of an agrarian question from the 1890s and the redefinition of agrarian and cooperative policy by 1904; the inauguration of land reform and its relationship to cooperative policy after 1906; and the interplay of the distinct groups in the mass cooperative movement that emerged by 1914. I trace change that was conjunctural as well as generational, at the same time bearing in mind the structural continuities that lend unity to the period.

Within this framework I address questions that were central to contemporary definitions of the agrarian question in Russia: problems of social, cultural, and economic integration, and the extent to which non-peasants were able to erode perceived barriers separating them from peasants; the chronic scarcity of resources that forced policy-makers to redefine policy according to what was practicable; elements of unity and division within the educated groups that defined and propagated the movement; the translation of official policy by a succession of intermediaries, including zemstvo activists, rural professionals, and peasants; and patterns of peasant participation and practice in the cooperative movement as they changed over time.

The interplay of these groups over time was part of a process of social definition and redefinition, and brings into focus a fundamental social and cultural divide between urban-oriented, educated society, on the one hand, and peasants, on the other. By concentrating on the perceptions, underlying values, and assumptions that animated contemporaries, I highlight elements of continuity that link late Imperial Russia to revolutionary and Soviet Russia.
