Using a Grounded Theory Research approach, this study provided an interpretative analysis of the impact of state textbook assistance to eligible students at selected schools in Indiana. Further this research concentrated on issues of qualitative analysis as they applied to textbook assistance to eligible students. This research indicates that Indiana's schools face financial implications as a result of less than fully funded state textbook reimbursement for eligible students. These implications impact the school's general fund despite decentralized collection efforts.

This study presents the experience, feelings, motives, and concerns of selected school district superintendents, who have knowledge of their textbook rental system. Data collection included comparison of responses, coding that developed concepts, using memos that linked and grouped categories, sorting and writing that eventually led to themes. These superintendents expressed a preference for full state reimbursement of textbooks for eligible students and support a state textbook system that pays for every student's textbook. School districts found it difficult to recoup any remuneration difference between the cost of textbooks and state reimbursements. These findings became evident despite the percentage of students receiving free textbooks at the responding superintendents Indiana school districts.
