FCS educators, state and center specialists on nine statewide teams, completed the Bolman and Deal Leadership Orientation (Self) Survey combined with Kelbaugh's (2003) indicators of team success. Using a designated set of criteria and the quantitative survey results, three teams were selected for qualitative study. From three selected teams, a chair, cochair, and one or two members were interviewed to explore the effect of leadership orientation on team functioning.

The primary leadership orientations of FCS Extension professionals in this study were human resource and structural. Few persons had political or symbolic leadership orientations. The results indicate leadership orientation has an effect on functioning of issue teams, although there are additional influences. There were similarities and differences within and across teams. Nine themes emerged from the interview process: personal and team relations, area of specialization and county needs, team communications, roles played, awards and recognition, chairs' perspective, organizational changes and challenges, fluidity and end of issue teams, and future teams. Kelbaugh's indicators of team success correspond with Bolman and Deal's definition of leadership orientation. In this study, leaders with structural and human resource leadership orientation were leading teams.

The purpose of the study was to determine the leadership orientation profile of FCS professionals and functioning of issue teams. Based on quantitative and qualitative data collected, guidelines can be established for Extension FCS team leaders to be more successful.

Practical implications include leadership development training of individuals. There is a need to address fluidity of a team by staggering terms on teams depending on the project. When teams remain fluid, it is important to provide a protocol for engaging new member commitment. Team membership needs to have a balance of individuals with communication skills and expertise. Communications using various types of technology may be essential, but face-to-face communications is the preferred communication method.
