In 1990, pulp and paper mills situated on the Fraser and Thompson Rivers, British Columbia, Canada began using chlorine dioxide (ClO2) instead of chlorine gas (Cl2) to bleach pulp and paper. This change was undertaken to enable pulp and paper mills to decrease the quantity of chlorinated organic pollutants discharged from their mills into receiving waters. The purpose of this study was to determine the ecological risk to resident fish before, during, and after the change. The research involved the application of the Fraser-Thompson River Model (FTRM) to predict concentrations of 2,3,7,8 tetrachloro-dibenzo-p-dioxin (TCDD) in two resident fish species, i.e. peamouth chub (Mylocheilus caurinus) and mountain whitefish ( Prosopium williamsoni). Measured concentrations of TCDD in fish were compared to model predictions to estimate model bias and to allow for calibration of the model. Using calibrated model, the fish body burden of all dioxins and furans was estimated for the eggs from 2-year old peamouth chub and 2-year old mountain whitefish in 3 locations of the Fraser River for five consecutive years: 1990 to 1994. An ecological risk assessment was conducted on these eggs to estimate their risk of experiencing a lethal effect. The results showed that significant risk existed for eggs of 2-year old peamouth chub and mountain whitefish in the upper Fraser River for January, 1990 and January, 1991. By January 1994, the risk of egg mortality in the upper Fraser River had decreased to zero for the eggs of both species. The risk of egg mortality in the lower Fraser River from dioxins and furans discharged from pulp mills was virtually zero for the entire study. The results indicate that the bleaching process changes made by the pulp mills were justified.
