Thesis (Ph.D.)--University of California, Los Angeles, 2005.
This dissertation consists of three chapters. The first chapter attempts to reconcile recent disputes about sources of wage inequality in Taiwan. The evidence shows that although workers in the top decile of the real hourly wage distribution gained about 150 percent, workers in the bottom decile experienced gains of almost the same magnitude over 1978-98. In addition, the differential between the tenth and ninetieth percentiles of log hourly wages fell after the mid 1980s. In contrast to some previous works, I find that a demand shift in favor of less skilled workers over 1986-94 contributed to these secular trends. Moreover, the relative supply of skilled workers had increased rapidly since the 1980s. These two forces slowed the rise in returns to skill, which might otherwise have increased wage inequality. The second chapter examines the effect of the 1995 implementation of National Health Insurance (NHI) on retirement behavior in Taiwan. Previous work comparing public workers (who always had post-retirement health insurance) to private workers (who gained insurance) suggested that NHI had little impact. But this work fails to take account of a pension reform in the public sector that occurred at the same time. This chapter develops an alternative identification strategy based on the idea that in Taiwan, adult children offer significant insurance to elderly parents. The results suggest that NHI indeed had significant effects on retirement among elders without an adequate traditional "safety net." NHI raised the conditional probability that a male, private sector worker over the age of 51 would retire by more than 60 percent. However, men with a stronger "safety net" in the form of adult sons were less sensitive to NHI. The third chapter investigates the effect of NHI on elderly living arrangements in Taiwan. The empirical analysis suggests that, controlling for unobserved heterogeneity, elderly men with the NHI coverage were not significantly more likely to live independently than men otherwise. For senior women, the NHI eligibility reduced the probability of independent living by 7.5 percentage points. It is possible that the NHI eligibility strengthened women's bargaining power and made them more welcome in the family.
