This thesis will concern a comparative study of the air quality and air pollution policies of Singapore, Hong Kong and Dalian (a port city in the northeast of China). It addresses why Singapore, Dalian, and Hong Kong have evolved along such different lines regarding environmental policy development and enforcement. These three cities were chosen because of their comparable geographic size, population, cultural history and level of industrialization, thus making their differing approaches to environmental policy (and to some extent politics in general) even more surprising. This thesis addresses the causes for differing environmental attitudes in these three areas regarding environmental policy, and the effects (if any) that political will and non-governmental organizations have had on enforcement and legislation. Special attention has been paid to the differences in government and culture at each of the three locations and the effects that this may have upon legislation and enforcement.
