The purpose of this study was to determine the superintendent's role in the collective bargaining process during the last 10 years and to project the expected leadership role of the superintendent in the collective bargaining process for the first decade of the 21<super>st</super> century. This study was concerned with conditions that exist, opinions that are held, processes that are taking place, effects that are evident, and trends that are developing among superintendents as they relate to the collective bargaining process in unified school districts in southern California.

Information was collected utilizing a descriptive research design, which included both quantitative and qualitative instruments. This study employed two levels of reporting to describe the superintendent's leadership role in the collective bargaining process: a survey questionnaire and personal interviews. Data were collected from 38 superintendents responding to a questionnaire consisting of Likert-type belief scale items, multiple-choice, and open-ended questions. Descriptive statistics including frequency, percentages, measures of central tendency, and correlations were combined with inferential statistics, including ANOVA, to measure relationships and ascertain significance. Trends and tendencies were identified whenever possible from analyzing the responses of those surveyed. Interviews were conducted with 7 of the 38 respondents to gather collateral data. Results were categorized and coded so that descriptive statistics could be applied.

This study found various factors influencing the superintendent's leadership role in the collective bargaining process: (1) There is strong support for superintendents to be a resource person in the development of the board's proposal; (2) There is a strong perception that superintendents want to control the process, content, and outcome of the collective bargaining process; (3) Local culture and history play important roles in the collective bargaining process; and (4) Economics affect the collective bargaining process.

The findings suggest that superintendents provide the primary leadership in collective bargaining as resource persons establishing district goals, priorities, and objectives while participating in the development of the board's proposal and approving all final recommendations before they are sent to the board. The findings also indicate that superintendents neither serve as the chief negotiator nor sit at the bargaining table.
