The present study focuses on the role of distributed leadership in educational organizations that have utilized the quality Baldrige framework. A qualitative analysis was conducted to explore the characteristics of the distributed leadership approach that were present in such organizations and the types of teams utilized in each site. The research also explored the advantages and disadvantages of using the approach as well as the level to which distributed leadership was implemented in the school sites. The goal was to examine the approach from the viewpoint of non-traditional leaders in the school. The research was conducted at seven school sites: three public elementary schools, two charter elementary schools and two public high schools located throughout the state of California. Research findings included information from interview analysis of 58 subjects, document review and environmental observation.

Results indicated that all sites utilized a distributed leadership approach as leadership activities were expanded to multiple hidden leaders in the site. All sites also utilized formal teams and informal teams based on working relationships which allowed for quick, well-informed decisions. All sites used the approach, yet in some sites it was not implement at its highest level. Some sites were in the developing stages of the approach, while others showed only few characteristics of the approach. Results also indicated that some of the major advantages of the approach overall school reform, a shared vision and mission, and concertive effort of teams resulting in a final collaborative product that was much more successful than that of an individual efforts. Furthermore, the results indicated that the approach did have some challenges in its implementation. Some challenges of the distributed leadership approach stemmed from loss of authority, role confusion and challenges inherent to collaborative efforts. Other challenges included biased viewpoints from school leaders and hidden leaders' own perception of their leadership abilities. A future recommendation is to explore expanded roles of leadership to include external school players such as parents and students, as well as focus on the approach and directly explore the approach's effect on student achievement.
