This dissertation proposes that in Korean (and Japanese) there is a position high in the sentence, above VP, where accusatives are base-generated and licensed. I point out that the accusative case on these high accusatives cannot be licensed within the standard theory (GB/Minimalism) because there is no accusative licenser available in the phrase structure, whether the configurational condition for case assignment is Government, a Spec-Head relation, or asymmetric c-command.

I first show that these high accusatives can be discovered when the Multiple Accusative Construction is embedded in the case-alternating complex predicate, the Desiderative Construction in Korean. While the initial accusative, John in sentences like John-un cemsim-ul kwukswu-ka mek-ko siph-ess-la, (John-Top lunch-Ace noodle-Nom eat-Asp want-Pst-Decl, 'John wanted to eat noodles for lunch') must be located in the matrix clause for many independent reasons, there is no accusative licenser in that clause because the verb siphta is a stative, [-Ace] verb. I then show that constructions like Internally Headed Relative Clause Constructions, Periphrastic Causative Constructions, and what I call "surprising" accusatives all involve a high accusative, which cannot be licensed under the standard theory.

I propose that an additional head called Tr (Basilico 1998, Bowers 2002) must be introduced within the verbal projection, between vP and VP, which is responsible for introducing and licensing the high accusatives. I argue that the high accusatives are "alternatively" case-marked in a Spec-Head relation within the framework where case-marking is canonically conducted via Agree between an asymmetrically c-commanding Probe and a matching Goal. I argue that the "alternative" case-marking is independently motivated by the Ba-phrases in Chinese and the Ra-phrases in Persian. I then take up the issues around the Double-O Constraint in Japanese, which has largely remained unexplained. Based on the phase theory and multiple Spell-Out (Chomsky 2000, 2001, Hiraiwa 2002) and the phrase structure and the case theory mentioned above. I give them a principled account. I also discuss some crucial differences between Japanese and Korean in licensing accusative case from the perspective of the proposed phrase structure, case theory, and the phase theory.
