Early systems engineering has been emphasized as a critical success factor within the U.S. defense acquisition community. With the trend of system complexity, technology dependencies, and interoperability requirements, defense acquisitions frequently suffer schedule slips and cost overruns. After examining major defense acquisition programs over the last decade, the Government Accountability Office has repeatedly recommended that the U.S. Department of Defense integrate technology maturity assessments throughout system acquisitions to better manage risk. The objective of this research is to establish a relationship between user requirements and materiel acquisition maturity via the House of Quality. The integration and visualization is demonstrated by adapting the House of Quality tool to accept component technology and integration metrics gaining insight into heuristic relationships, objective requirement optimization, and risk management.
