The recent passage of the healthcare bill will provide the opportunity to use electronic health records to enable residents in rural areas the ability to manage, and have better access to healthcare. However, rural communities, particularly in Nebraska, lack the resources and proper infrastructure to access the healthcare they desire. It appears that limited research exists on the adoption of telemedicine and the use of electronic and personal health records in Nebraska. This research seeks to investigate the technology infrastructures and healthcare needs of rural residents. The purpose of this research is to understand what is known and how the development of information infrastructure can contribute to rural residents having healthcare so they have the ability to track their personal health records, communicate to health providers through telemedicine, and take ownership of their personal health. The question being investigated in this research is; what technology infrastructures can provide rural residents better healthcare? This research question is investigated through a qualitative research strategy that uses a survey, and personal interviews to arrive at an understanding of what type of technology infrastructures can provide rural residents access to healthcare. Following an analysis of data collected in four counties in rural Nebraska, this research provides insight into the factors that affect the adoption of potential telemedicine applications. Exploratory factor analysis (EFA) was used as a method of analyzing the data from the concepts discovered in this research. This research contributes to what is known about the perceptions of rural residents as they access healthcare using IT infrastructures. This will generate an understanding of what factors need to be taken into account to enable rural residents' better access to healthcare through IT infrastructures. This research only looks at residents living in rural communities in northeast Nebraska. To strengthen this research, a larger sample size including a larger area of the Midwest should be studied.
