In 2003, Nicholas Carr published in Harvard Business Review his article "IT Doesn't Matter," which rekindled the debate on the strategic importance of information technology (IT). Chief Information Officers (CIOs) of community colleges are now faced with the challenge of seeking the best technology for their institutions. The purpose of this study was to provide empirical evidence on (a) which IT resources advance the missions and goals of community colleges, and (b) whether CIOs who believe in the strategic importance of IT have more effective IT outfits in their colleges. This study was based on the theoretical foundation that IT can be of strategic advantage to advancing organizational goals. The main research question focused on the relationship between IT's strategic role and IT effectiveness. Five hundred and thirty CIOs from the 1,196 US community colleges were requested to participate in an online survey. One hundred and three complied with the request. They were asked which mission and goals were supported by 12 selected IT resources based on (a) CIO and IT department attributes, (b) strategic planning, and (c) operational excellence. The data gathered were analyzed by using ANOVA, regression analysis, t-test, and chi-square techniques. The results showed that (a) IT resources are being strategically used in varying degrees by community colleges and (b) college CIOs who believe in the strategic importance of IT have more effective internal IT utilization. The study's potential for positive social change lies in better utilization of IT resources in higher education for improved faculty teaching and greater student learning.
