The current and historical language climate in Paraguay is marked by contradiction. Guarani is simultaneously valued and devalued. It is spoken by elites, yet viewed as subordinate. The language is demographically dominant, but politically dominated by Spanish. Despite Guarani's government-recognized status as an official language and the fact that over 80% of the national population speaks it, Guarani speakers lack the socioeconomic advantages enjoyed by the nation's Spanish speakers. In the context of education, Guarani-speaking children struggle with understanding educational content partly because the language of instruction is Spanish, the product of a belief in Spanish's superior instrumental value. While Guarani is considered an obstacle for Paraguay's national development, the opposite, I assert, is actually true. It is not Guarani that is thwarting the nation's development, but the language policy and practice born out of a language ideology that hinders the adequate implementation of effective bilingual education. In order to analyze and deconstruct this language ideology, I will first analyze the history of language policies and the current sociolinguistic landscape in Paraguay. With bilingual and human capital theories, then, I will examine how Guarani-speaking children can benefit from education in Guarani and that, ultimately, such education can contribute to Paraguay's national development.
