This dissertation investigates rural communities across the United States that serve as destinations for in-migrants and seasonal residents and analyzes how being a destination affects social exclusion. The work is a collection of three papers that address the uneven nature of amenity development from different perspectives spanning national and local scales. The first paper analyzes the spatial distribution of rural destinations in terms of environmental and socially produced amenities. It critiques what has largely been an environmentally deterministic conception of amenities in the prior literature and argues that researchers must consider the ways in which rural amenities are socially constructed in order to understand the uneven development of rural space.

The second paper utilizes migration flow data to evaluate how migration affects destination community assets, including human, social, and financial capitals. While these communities attract migration streams that increase local financial capital, outcomes for human and social capital are more ambiguous. More than any other outcome, high population turnover rates (which challenge the development of social capital) characterize migration flows in rural destination counties. Furthermore, young adult out-migration rates from destination counties that approach 50% over a five year period suggest that destination development is not meeting the needs of the early-career age population and reduces potential stocks of human capital.

The final paper draws on intensive research in a case community and community-based research to analyze processes through which lower income younger adults are socially excluded in an amenity destination context. It draws upon urban political economy theory to explain how processes of uneven development that have been well documented within large metropolitan centers play out in the context of a rural amenity destination to perpetuate poverty and social exclusion. The study finds that residential segregation by income into separate communities amplifies social exclusion and limits social and political support for initiatives that would combat poverty.
