As the demands on public school systems for greater accountability have grown over time, superintendents wrestle with intractable social issues, accountability, and moral and ethical dilemmas. Research in early childhood education has shown that intervening early in children's development and learning can help to reduce the achievement gap, as well as address other social, economic, and educational inequalities educators face in public schools. The field of early childhood education and superintendents as leaders of public education are at a crossroads---an intersect of expectations between government and public pressure for accountability and the evidence that early childhood education could improve outcomes for millions of children across the country. While superintendents confront these issues, their views and actions about whether and how public schools participate in the greater provision of early childhood education is one area where virtually no research exists. This study examines superintendents' perspectives on early childhood education, their beliefs and perceptions about the provision of pre-K services, their views on their role in early childhood policy development and implementation, and the factors influencing superintendents' decision making related to pre-K policies and programs.
