This Research Paper is a study of the changing nature of participation in arts activities in the United States and considers the implications of those changes for nonprofit arts organizations. The fundamental nature of participation has become very dynamic and presents challenges that have four important facets: shifting habits of participation; the changing nature of participation; distinct new kinds of participation; and the ready availability of inexpensive means of art-making with ubiquitous modes of distribution.

The full nature of these changes and possible responses to them are considered through the concepts of audience development and cultural engagement. The study emphasizes that cultural engagement---reaching out to potential arts attendees in modes familiar to them, broadening the scope of an organization's cultural work, and so forth---is the most important element in responding effectively to these challenges.

These issues are viewed through the history of American audience behavior, with a close examination of technology-driven changes in arts participation. They are connected to a fundamental shift in cultural perspective, away from a hierarchical high/low view of cultural work to an omnivorous one. Other changes in audience behavior and expectations are also explored.

Several principles for audience development and greater cultural engagement by nonprofit arts organizations are presented. These principles are derived from the observed behaviors and desires of contemporary arts participants as detailed throughout the paper. Several specific strategies for implementing these principles are also suggested, such as increasing online presence and developing social connections that encourage participation and embrace amateuring. Also recommended is capitalization on mavens and connoisseurs and the enabling of co-authoring among audience members.
