While the topic of English is hotly debated in the political and pedagogical arenas in Puerto Rico, empirical data on how English is actually used is limited. Many people express their opinions on the relative importance of English but without evidence to support them. Some claim that the average Puerto Rican has little, if any, need for English while others believe that English is a requisite for obtaining a well-paying job with opportunity for advancement. Although English is a required subject in schools, the roles of English in contemporary Puerto Rican society have not been clearly defined.

In order to provide needed information, the researcher investigated the use of written English in the Puerto Rican workplace. The study was conducted among employers and employees in the private and public sectors. Data were gathered from four primary sources: a questionnaire completed by 353 employers representing a wide scope of organizations, a second questionnaire filled out by 773 employees in 35 of the organizations that participated in the first survey, writing logs kept by 12 of those employees, and oral and written comments made by participants. The researcher examined the characteristics of persons who write in English at work in Puerto Rico, job settings in which written English is utilized, frequency of written English use, amount of work time devoted to writing in English, English writing tasks performed, and employer and employee perceptions of the importance of good writing ability in English and the English writing skill of workers.

The findings indicate that written English is utilized in a variety of job settings in Puerto Rico by workers in different types of jobs and at different organizational levels. The greatest use of written English takes place in federal government agencies and private companies whose home office is in the United States. Workers perform a wide range of writing tasks in English. In general, employers rate good writing ability in English as more important than employees do. In most cases, employees tend to evaluate their English writing skill as better than employers do.
