This dissertation re-examines the relationship between rhetoric and social control through an analysis of the controversy over multiculturalism in the American University. Rhetorical critics and theorists have limited productive use of control rhetorics by defining them simply as response to agitation. In this work I argue that the rhetoric of control functions not only as a response to agitation but that it is dynamic; it organizes, rises, wanes, empowers, and prohibits. It moves beyond dissent in that the rhetoric of control constitutes the discursive formations that establish, maintain, and reform a functioning society. I employ the arguments used to oppose and propose multiculturalism as the educational paradigm because it is essentially a conflict between two rhetorics of control. Because the current emphasis on cultural diversity is rooted in issues raised by the student movements of the 1960s and 70s, we are confronted with the need to ask what comes after the rhetoric of dissent? Because the nature of social movements has changed over the past thirty years, the distinctions between rhetorics of agitation and rhetorics of control are no longer useful. The purpose of this project is to provide rhetorical critics and theorists with a theoretical framework for identifying, analyzing, and evaluating competing rhetorics of control.
