In Orange County, California, saltwater beaches are an integral part of local and state economies. Calculating the recreational value will assist decision makers in conducting accurate cost benefit analyses to determine how to manage these beaches. In order to find this value, different valuation methods are considered and benefit transfer is selected as the best choice to calculate recreational value. Three studies are evaluated as including potential benefit transfer sites, and a 2005 study on San Diego County beaches was selected as the optimal study to conduct a benefit estimate transfer to Orange County. To account for income differences, income adjustments were made to the original valuation estimate, which also takes into account the income elasticity of beach recreation. Attendance data was then estimated using historical lifeguard and vehicle counts from six Orange County beaches. The total attendance estimates were adjusted upward for population growth and downward to exclude children under the age of 16. The final recreational value of Orange County beaches was calculated to be approximately
