This study explores issues of livelihood and land use dynamics through the perspective of households and local level institutions in two different ethnic and topographic settings in northern Laos. These are Lomeu village in Sing district, Louang Namtha Province, and Poung village in Houayxai disctrict of Bokeo Province. Three analytical approaches enhance this exploration: (i) a sustainable livelihood framework, with an emphasis on household level strategies; (ii) a land use system, and (iii) a political ecology with focus on scale of power relations toward resource management.

Qualitative and quantitative methods were used for data collection and analysis, spanning the individual, household and community level. Participatory observation methods included (a) field observation (b) focus group discussion and and key informants interviews carried out over a period of 14 months. The study included a livelihood composition and complexity survey conducted with 33 members from Lomeu village and 34 from Poung village, representing 41 percent and 32 percent of the households in each community respectively.

The objective aims to investigate and understand how livelihoods of lowland and upland farmers in northern Laos changed as a result of the market penetration and integration. It is also assumed that, as livelihoods made the transition from subsistence to one dominated by a market economy, it would change resource use and agricultural practices.

The study reveals that development of infrastructures, notably roads, and expansion of commodity markets in China, all contributed in moving rural farmers away from subsistence based agriculture. Farmers were able to take advantage of the emerging economic opportunities and diversify their livelihood portfolios and accumulate wealth, other farmers were increasingly marginalized and becoming economically vulnerable.

Both cases indicate that all social ranks have improved income due to new introduced cash crops and opportunities to be employed. However, resource tenure has become a social problem as poorer households tend to lose the rights of access to communal land as it converted to private property and granted for concessions. As the communal land became privatized, farmers have begun to buy and sell these lands.
