This dissertation attempts to identify and explore the major problems and philosophical issues of world order. The approach taken in this work involves utilizing a methodological study in order to isolate the primary concerns or preferences of the "global villager" and the "global citizen", as key concepts in viewing alternative future political orders. My intent is to critically evaluate the dichotomy between these often times mutually exclusive perspectives.

This study examines the global villagers and global citizens perspectives by incorporating the problem areas of security, sovereignty and power, with seven main issues facing humanity today--issues revolving around economic, social justice, environmental, demographic, political crisis, nuclear, chemical and biological proliferation and societal concerns--in an effort to ascertain which alternative future scenario from among those presented for evaluation is most preferable and which is most probable. There are eight future scenarios presented in this dissertation which represent some of today's key contemporary future scenarios as postulated by political and social scientists such as James Rosenau, Samuel Huntington, Robert Kaplan and Richard Falk.

This study utilizes three separate and distinct methodologies. First, the Lockwood Analytical Method for Prediction (LAMP) provides a structured framework to analyze the philosophical issues involved in world order. Nest, the Delphi Technique exercise assesses the level of concern or preference of the issues. Finally, the Analytic Hierarchy Process for Decision Making (AHP) synthesizes the results and assists in determining the likelihood of a given alternative future to occur. The usefulness of utilizing any of these methodologies separately has been confirmed in numerous real world decision making problems. However, this is the only study I know of which uniquely "links" these three methodologies together. Further, to the best of my knowledge, this is the first study of its kind which conducts a methodological survey of the problems and issues of world order, by analyzing both objective and subjective responses in a comparative case study format.

As such, the focus of this dissertation is not one involving an in-depth study of an historical or exploratory nature, but rather, one involving exploration of the methodological aspects of ascertaining, evaluating and predicting the global villagers and the global citizens perspectives of a possible, a preferable, and finally, a probable future world order. Further, this study demonstrates what I have defined as "linkage inputs". These linkages can assist future researchers to conduct a more in-depth investigation into the individual problems or issues since a scientifically objective standard for evaluation has been created in this dissertation. Finally, as will be demonstrated, the results of both case studies indicate that the Restored-State scenario is the most probable future scenario from among those examined.
